CAR Heads to the Ballot Box as President Aims for a Third Mandate

This Sunday, the Central African Republic will undertake a significant series of four votes, encompassing the presidential race, parliament, and municipal positions.

A Crowded Race for the Presidency

A field of seven contenders are vying for the top office, among them ex-premiers Anicet Georges Dologuélé and Henri-Marie Dondra. Both men were cleared to run by the high court after initial bans. Dologuélé finished second in the last two elections, while Dondra briefly served under the incumbent.

Challengers' Strategy and Public Discontent

The challengers aims to capitalize on widespread frustration in a country where violence remains a daily reality. Over half a million people are internally displaced, with a comparable figure living as exiles in bordering states.

"This is an opportunity to acknowledge the remarkable recovery of the nation," noted a senior UN diplomat, adding that challenges persist.

The Incumbent's Path

Despite the competition, President Faustin-Archange Touadéra, a one-time academic, is largely predicted to extend his run. He first entered politics in 2008 when appointed prime minister, holding the post until a rebel coalition overthrew the government in 2013, sparking a civil war.

After a chaotic transition period, his reputation for impartiality from the warring factions powered his runoff win in 2016.

Security Concerns and Logistical Hurdles

There are fears that logistical problems and insecurity could mar the electoral process, particularly in the countryside. The UN peacekeeping mission, Minusca, is providing security and logistical support that the country's weak systems is unable to provide.

Additional problems involve the electoral roll being published only online, a major hurdle in a country with scarce online access. These irregularities have prompted an electoral boycott and could, according to observers, "disenfranchise large segments of the electorate."

Implications of Extended Rule

Many citizens worry that another term for Touadéra—made possible by a 2023 charter change that scrapped term limits and extended mandates—would mean greater influence for foreign actors.

The president has put faith in the private military group Wagner for personal security, and even after its founder's death, has pushed back against calls to fold its fighters into a successor entity. In contrast, Rwanda has taken a different approach, focusing on commercial interests within CAR.

Allegations of Asset Sales

Recent reports have claimed the administration evicted its own soldiers from a World Bank-funded training centre to make way for a Rwandan agricultural project. A critical editorial accused the leadership of being "determined to sell off the nation piece by piece."

Amid a newly signed agreement with armed factions offering a glimmer of calm, the election moves forward under a cloud of doubt and geopolitical rivalry.
