“Ultimately, funds are depleted,” the USDA stated. “Currently, there will be no benefits issued” beginning in November.

“They had the ability and responsibility made moves weeks ago to get ready to utilize available money,” the comments added. “Instead, officials could opt out for potential political benefit” as Republicans seek to push upper chamber Democrats to support a funding package that would reopen the federal government.
