The United Kingdom and France to Deploy Forces to Ukraine in the event that a Ceasefire Accord is Agreed

Placeholder Diplomatic Meeting

The UK and France have inked a memorandum of understanding concerning the stationing of armed personnel in the nation should a ceasefire be made with Moscow, the British leader, Keir Starmer, has announced.

After talks with Ukraine's allies in Paris, he said that the two nations would "create operational bases in various parts of Ukraine and build fortified installations for military hardware and military equipment" to discourage any subsequent incursion.

The partner countries also suggested that the America would assume leadership in monitoring a halt in hostilities.

Russia has consistently warned that any external forces in Ukraine would be considered a "valid objective", but has not yet responded on this recent announcement.

The Situation and Ongoing Hostilities

Russian President Vladimir Putin launched a major offensive of Ukraine in the start of last year, and Russian forces currently controls approximately 20% of the country's land.

"This represents an essential component of our pledge to be alongside Ukraine for the foreseeable future," commented the British leader.

National leaders and senior officials from the "Partner Group" participated in the recent discussions.

He stated at a joint press conference, he further said: "It creates the pathway for the juridical structure under which allied and coalition forces could operate on Ukrainian soil, defending Ukraine's skies and seas, and restoring Ukraine's military for the time to come."

The UK prime minister also stated that the UK would be involved in any American-headed verification of a prospective cessation of hostilities.

Protection Pledges and Negotiation Stances

Top US negotiator Steve Witkoff said that "durable defense assurances and substantial reconstruction vows are critical to a permanent resolution" in Ukraine – mentioning a central condition made by the Ukrainian government.

He noted the partner nations had "substantially agreed on" their work on agreeing such pledges "so that the Ukrainian people know that when this conflict ends, it ends forever."

Donald Trump's son-in-law, former American President Donald Trump's advisor, also was involved in the talks.

Separately, French President Emmanuel Macron stated that Ukraine's allies had made "major headway" at the meeting.

He said that "comprehensive" security guarantees for the Ukrainian government had been reached in the instance of a possible ceasefire.

Ukraine's leader Volodymyr Zelensky stated that a "huge step forward" had been made in the talks, but added that he would only deem efforts to be "sufficient" if they resulted in the cessation of the fighting.

Recently, Zelensky said a settlement was "largely prepared". Agreeing on the last 10% would "decide the future of peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Territory and defense assurances have been at the forefront of key disagreements for negotiators.
  • The Russian President has consistently stated that Ukraine's forces must retreat from the entirety of Ukraine's eastern Donbas region or Russia will take control, refusing any middle ground over how to conclude the war.
  • The Ukrainian President has so far ruled out giving up any land, but has floated the idea that Ukraine could pull back its forces to an agreed point – but only if Russia follows suit.

Russia presently holds about 75% of the Donetsk oblast and some 99% of the adjacent Luhansk. The areas form the industrial region of Donbas.

The earlier US-led 28-point framework that was extensively reported to the media last year was seen by Ukraine and its EU supporters as being strongly biased in Moscow's direction.

This led to weeks of focused diplomacy – with all sides trying to adjust the proposal.

Last month, The Ukrainian government sent the US an revised proposal – as well as distinct documents outlining potential defense assurances and provisions for Ukraine's rebuilding, he said.
